No third party may produce, propagate, trade, sell, market, import, or export propagation materials without his written consent. The breeder has the right to prevent others from exporting the protected variety if the export leads to the propagation of the variety in a country where the variety is not protected. However, the breeder has no right to prevent others from exporting the protected variety to any country if its purpose is for consumption.
