Protect the rights of new plant varieties, encourage the cultivation and use of new plant varieties, and promote the development of agriculture and forestry.


Farmers do not need to pay usage fees for propagating materials of authorized varieties for self-reproduction and self-use, but a farmer cannot sell seeds of a protected variety without the authorization of the breeder.


Plant varieties can be commercialized.


The production methods of plant varieties can be granted patent rights and can be attributed to breeders.
